1. Open Chrome settings - follow my site path.
2. There is a statement saying, "Keep running background apps when Google Chrome closes   ." Unconfirm him.
3. Right-click on the taskbar to take action from your computer's settings. Open the task manager. Or you can use ctrl + alt + delete
4. Find and disable Chrome here in the launch section. This will prevent Chrome from opening when the computer is turned on.
5. For a setting other than Computer, go to Computer settings - accounts - login options.
6. Here you will see the Privacy section. "After my update or reboot, use my login information to automatically complete my device setup and reopen my  apps ."  Close the section.
